Steps
- Step 1. Innocent civilians murdered in cold blooded by those who are supposed to be their protectors. The fatal sins of victims are usually simple:-
- Built a concrete house, had a 4 wheeler vehicle or hold some high post in a Government office. He couldn’t pay full extortion money or didn’t agree to give the fund allocated to his office to the militants.
- Was waiting for school bus or visit his ill relative at a hospital. He was standing few meters away from patrolling party of Central security force personals who were attacked by Militants.
- Had Rs. 20000 in his pocket for his sister's marriage and found by State Security Forces who had paid Rs. 2-3 lakh to get the job for Rs. 5000 / month.
- Step 2. Form Joint Action Committee (JAC), submit memorandum to The Chief Minister of the State, call general strike, bandh and blockade.
- Step 3. The Chief Minister calls meeting, gives press conference and gives the trademark speech “We condemn the killing and killers will not be spared”. Then announces ex-gratia, job offer to kids and kin of the victim.
- Step 4. JAC with the help of brave Meira Paibis, the brave sons and daughters of the state organizes dharna, protest and rally.
- Be more violent if the killers are security forces
- Burn the whole state if the victim was related to a militant group.
- No need to continue for long if the victim is non-Manipuri or the killers are Militants.
- Step 5. Human rights activists
- Involve only if the killing is by Security forces
- No need to involve if the killers are militants or the victims are non-Manipuri.
- Step 6. The so called intellectual population, famous for solving chicken and hen problem, starts writing on email and internet.
- Write in local newspapers too if the killers are Security forces.
- Step 7. Deputy Commissioners of various districts impose curfew and declare CRPC 144.
- Step 8. The killers justify killing using old speech.
- Militants – “The person was enemy of the state and did actions against the interest of the people. So he was awarded capital punishment”
- Central Security forces - “Some militants hurled bombs or fired at them and they fired in retaliation. Innocents were killed in cross firing ”
- State Security forces - “Started firing while stopped. Killed in retaliation. Found country made gun and grenade”
- Step 9. The families of the victim don’t claim the body for some time and but claim a few days later after pressure from various angles and perform the last rites with a mass protest rally on Shraddha day.
- Step 10. In few weeks, time to forget
- Moon doesn’t stop revolving around the earth, so are the festivals and all people jump in to celebrate as if nothing has happened. Killings will happen, but festival comes once in a year. Why should we miss?
- No festival? Then another killing, forget the last one and get everybody ready to start from Step1.
